No prompt to Open or Save PDF, only View Downloads

Invoice, ticket or quotes use PDF - some customers have issue where instead of getting the prompt to Open or Save the file, it just says View Downloads (it is automatically saving the report to the downloads folder).

Need to add TCR to the IE Compatibility View List. May need to press ALT to get to the Tools option on the menu bar where the list can be updated.
